Because of increasing persecutions and illegal procedures against them by public officers, the Saints had been compelled to leave Missouri. The exterminating order issued by Lilburn W. Boggs, governor of Missouri, dated 27 October 1838, had left them no alternative (see History of the Church, 3:175). revelations and foundation of Zion, and for the glory, honor, and endowment of all her municipals, are ordained by the ordinance of my holy house, which my people are always commanded to build unto my
